The Everyone Outdoors Program aims to reduce barriers to outdoor access by providing community and volunteer groups, youth and outdoor recreational programs, nonprofit, veteran and other organizations with the opportunity to receive free annual Discover Passes.
This is a collaborative effort by Washington State Parks, Washington Department of Fish and Wildlife and Washington Department of Natural Resources.

Applications for the Everyone Outdoors program are currently closed due to demand and limited funding. Please check back late Fall 2025 for updates.
Qualifications
Groups applying must be located in Washington and serve Washington state residents.
Discover Pass requests must be used to provide direct access to the outdoors by the applicant group or organization and cannot be used for fundraising or other indirect purposes such as auctions or gift baskets.
Other information
Requests will be reviewed and fulfilled monthly on a first-come, first served basis. Applications submitted by the third Friday of each month will be processed by the third Friday of the following month. Applicants will be notified of their application's outcome via email and passes will be mailed within 7-10 business days of the decision date. More than one request can be made within a funding cycle. However, priority will be given to new requests.
